Overall Objective

To strengthen the rule of law and increase trust in the justice system in Albania.
This project is expected to provide legal professionals, the public, and civil society with faster, more transparent, and accessible justice services, contributing to concrete results in the judicial reform. Moreover, it aims to assist in improving the IT Center’s capacity to lead and implement digital reforms across the justice sector, while enhancing the interoperability between different judiciary institutions.

Summary of the Project

Albania’s journey toward EU accession involves a crucial transformation of its justice system. The EU4Digital Justice project aims to tackle key challenges in the justice service delivery in Albania through technological innovation and institutional strengthening. Some of the critical challenges in the system that it will address include:

– Outdated processes;
– Fragmented case management;
– Limited use of technology.

By enhancing the efficiency, effectiveness, and transparency of judicial institutions, the project will contribute to strengthening the rule of law in Albania.

This will be achieved through:
Technical Horizontal Assistance to the IT Centre and Judicial Institutions to ensure interoperability between the justice system’s components and the systems;
Creation of a modern, functional, and interoperable Case Management System for the General Prosecutor’s Office (GPO);
Establishment of a Statistics and Business Intelligence system.

Ultimately, the EU4Digital Justice project will serve as the technological foundation to modernize Albania’s justice system in line with EU standards, building greater trust in the country’s judicial institutions.

Activities

1.1.1: Provide technical assistance to the IT Centre and individual judicial institutions on a needs-based approach for the implementation of the roadmap and the interoperability framework;
1.1.2: Capacity assessment and training plan developed and implemented;
1.1.3: Provide advisory services for the realisation of a Wide Area Network (WAN);
1.2.1: Develop change management plan;
1.2.2: Implement change management plan;
1.3.1: Develop maintenance strategy.

2.1.1: Beneficiary readiness and integration assessment;
2.1.2: Review and adaptation of GPO procedures for automation compatibility;
2.1.3 Business Process Mapping;
2.2.1: Establish Procurement Criteria;
2.2.2: Procure and install equipment;
2.2.3 Procure a Software Development Vendor for the CMS;
2.3.1: Software Development;
2.3.2: Independent security assessment;
2.4.1: Help desk support;
2.4.2: Trainings;
2.4.3: Maintenance strategy.

3.1.1: Software procurement and implementation;
3.1.2: Continuous performance monitoring;
3.1.3: Provide Support in the creation of reports and representation of data;
3.1.4: Establish structured support system;
3.2.1: Assessment of the current state of data;
3.2.2: Assessment of data confidentiality concerns;
3.2.3: Feasibility evaluation for a centralised Data Warehouse.

Results

Outcome 1: IT Center has advanced on the implementation of the roadmap and the interoperability framework for the digitalisation of the justice system of Albania;

3: Statistics and Business Intelligence system is established and functional.
